UPDATE: MobileFinder crashes on firmware 3.1 and above. Saurik is the one who ported it to 2.2.1 since he realized it was open source and states that he is not in the business of keeping the app up to date. For now the same can be achieved by SSHing into the phone or touch or going into the "select global video" section of vWallpaper Keep in mind that this is an awesome app and is still open source so anyone can have a crack at porting it. Sorry don't know exactly where to obtain the source code at the moment.

Haven't heard of this but will check it out for 3.1.2 if it works.
There are some winterboard videos wallpaper in cydia as well.
